Most Malaysian SME owners have heard that “there are grants for digital marketing”. Far fewer know which scheme pays for what, how much it really covers, or why so many claims fail. The result is predictable: some owners never apply, and others pay a vendor first, then discover the cost was never claimable.
This guide maps every government grant for small business in Malaysia that touches marketing, websites, e-commerce or lead generation. For each one you will see who runs it, which marketing costs it can cover, the cap, and the catch. It comes from ZenWeb, a Malaysian Google Partner agency with 500+ clients that scopes and documents grant-eligible website and marketing projects. We are not a grant agency, a tax agent or a law firm, so treat the rules below as a starting map and confirm the live terms with each agency.
This post is general information, not legal or tax advice. Please confirm your own position with a licensed tax agent or lawyer, and with the agency running the scheme.

Quick Answer: Four routes cover marketing costs for Malaysian SMEs: Geran Digital PMKS Madani for digital marketing and sales tools, SME Corp’s Business Accelerator Programme for branding and promotion, MATRADE’s Market Development Grant and eTRADE for export marketing, and HRD Corp levy for marketing training. Each has its own agency, cap and paperwork.
No single government grant for small business in Malaysia is a blank cheque for advertising. Each scheme funds a specific type of activity, and marketing qualifies only where it fits that purpose. The table below maps the routes as at October 2026.
| Scheme | Run by | Marketing costs it can cover | Published support |
|---|---|---|---|
| Geran Digital PMKS Madani | MOF with BSN, MDEC, MCMC | Digital marketing and digital sales services from appointed providers | 50% of invoice, up to RM5,000 |
| Business Accelerator Programme (BAP 3.0) | SME Corp Malaysia | ICT adoption and e-commerce; advertising and promotion | 50% matching, up to RM400,000; promotion capped at RM50,000 |
| Market Development Grant (MDG) | MATRADE | Export promotion: trade fairs, trade missions, virtual fairs, overseas listing fees | Reimbursable, RM300,000 lifetime limit |
| eTRADE Programme 2.0 | MATRADE | Onboarding and activity on cross-border e-commerce platforms | Per programme guidelines; check MATRADE |
| HRD Corp claimable courses | HRD Corp | Training your team in digital marketing, not ad spend | Funded from the employer’s own levy balance |

MDEC also runs digital adoption programmes beyond the matching grant; we sort out which MDEC grants pay for marketing in a separate guide. Notice what is missing from the table: no scheme simply refunds your monthly Google Ads or Facebook ad spend. Grants fund projects, services and capability, not open-ended media budgets.
Quick Answer: Geran Digital PMKS Madani pays 50% of an appointed provider’s invoice, up to RM5,000, for up to three digital services. “Digital marketing and sales” is one of seven eligible categories. You need 60% Malaysian ownership, six months of operation and at least RM50,000 average annual sales.
According to the BSN Geran Digital PMKS Madani FAQ, the key rules are:
The worked example below shows how the 50% rule plays out at different invoice sizes.
| Provider invoice | Grant (50%, max RM5,000) | You pay | Effective grant share |
|---|---|---|---|
| RM4,000 | RM2,000 | RM2,000 | 50% |
| RM8,000 | RM4,000 | RM4,000 | 50% |
| RM10,000 | RM5,000 | RM5,000 | 50% |
| RM14,000 | RM5,000 | RM9,000 | 36% |

The sweet spot is an invoice of RM10,000 or less. Above that, every extra ringgit is yours. We break down what the grant can and cannot pay for, including SEO and ads, in our guide to the SME Digital Grant for marketing, and the website side in how to claim the grant for a website. If an earlier attempt failed, read why SME Digital Grant applications get rejected before you reapply.
What is unclear right now: the Budget 2026 speech says development financial institutions are providing nearly RM1 billion in financing and grants for business digitalisation, but it does not restate this grant’s terms. Check BSN or MDEC for the current intake before you plan around it.
Quick Answer: MATRADE runs two. The Market Development Grant reimburses export promotion such as trade fairs, trade missions, virtual fairs and overseas listing fees, with a RM300,000 lifetime limit. The eTRADE Programme supports SMEs selling on cross-border e-commerce platforms. Both are for exporters, not purely local marketing.
The MATRADE Market Development Grant page describes MDG as a reimbursable grant with a lifetime limit of RM300,000 for SMEs, professional service providers, trade associations, chambers and cooperatives. The Budget 2026 speech gave MDG RM60 million to help SMEs export to existing and new markets, including Africa, Latin America and Central Asia.
For marketers, three points matter:
Our guide to what marketing costs the MATRADE grant covers goes line by line, and Geran Digital PMKS vs MATRADE eTRADE helps if you are torn between the two.
Quick Answer: Yes. SME Corp’s Business Accelerator Programme (BAP 3.0) lists a 50% matching grant of eligible expenses up to RM400,000. Its project scope includes ICT adoption and e-commerce, plus advertising and promotion, which is capped at RM50,000. It suits established SMEs with larger, structured growth projects rather than a single campaign.
The SME Corp BAP 3.0 page pairs the grant with business advisory support, so expect a diagnostic of your business before approval, not just a form. BAP is a different animal from the RM5,000 digital grant. The chart shows how far apart the published ceilings are.
| Limit | Ceiling | Relative size |
|---|---|---|
| Geran Digital PMKS Madani (per business) | RM5,000 | |
| BAP 3.0 advertising and promotion cap | RM50,000 | |
| MATRADE MDG lifetime limit | RM300,000 | |
| BAP 3.0 overall matching grant | RM400,000 |

A word of caution: SME Corp revises BAP between intakes, and recent intakes have been reported as financing with a partial rebate rather than a straight grant. Read the current guidelines before budgeting. Our SME Corp Business Accelerator Programme guide walks through the application, and if your project is closer to a bespoke system, see grants for custom software development.

Quick Answer: When no government grant for small business in Malaysia fits, three other routes fill the gaps. HRD Corp-registered employers can use their levy for claimable digital marketing courses. Bank Negara’s SME funds offer financing for digitalisation. Tax rules such as the small value asset allowance can lower the net cost of cameras and laptops used for content.
Many businesses miss a grant because of turnover, ownership or a past award. These routes still cut the real cost of marketing:
Budget 2026 also funded several of these routes directly. The table lists the measures relevant to marketing.
| Type | Measure | Allocation |
|---|---|---|
| Grants | ||
| Export | MATRADE Market Development Grant | RM60 million |
| Tourism | Promotion, marketing and organisation of tourism and cultural events | RM60 million |
| Training | ||
| Skills | HRD Corp fund for 3 million training opportunities, including digital | RM3 billion |
| Financing | ||
| Digitalisation | DFI financing and grants for automation and digitalisation | Nearly RM1 billion |
| General | BNM Fund support for SME financing | More than RM32 billion |

Budget 2027 is due to be tabled on 9 October 2026, and new measures may change this picture. We will cover what it means in our Budget 2027 marketing spend guide once the official documents are out.
Quick Answer: Define the project and its outcome first, then confirm eligibility, choose one scheme, get an itemised quotation from an eligible provider, wait for approval before paying, and keep every invoice, report and screenshot for the claim. Most failed claims trace back to spending before approval or vague quotations.
Use this checklist before you apply for any government grant for small business in Malaysia:
Build compliance into the deliverable too. A grant-funded online store that takes card payments still has to meet PCI DSS rules for small online stores, and lead forms should collect only the personal data you need. Then put the saved cash to work: our guides on allocating a small marketing budget, how much SMEs should spend on marketing and free AI marketing tools help you stretch it.
The right government grant for small business in Malaysia depends on the job. Use Geran Digital PMKS Madani for a first digital marketing or sales service, BAP for a larger branding and e-commerce push, MATRADE for export promotion and HRD Corp levy for skills. Confirm the live terms with each agency, plan the project before you spend, and pair the grant with a marketing plan that keeps producing leads after the money runs out. That last part is where a strong digital marketing partner earns its keep.
Yes, but each is tied to a purpose. Geran Digital PMKS Madani covers digital marketing and sales services, SME Corp’s BAP covers branding and promotion within a growth project, and MATRADE grants cover export promotion. None simply refunds routine ad spend.
Not as an open-ended ad budget. A grant may cover a defined digital marketing service from an eligible provider, or promotion inside an approved project. Check the scheme’s eligible-cost list before you commit any media spend.
Per BSN’s FAQ, businesses registered with SSM, a local authority or the Cooperative Commission, at least 60% Malaysian-owned, operating for six months or more, with average annual sales of at least RM50,000, and no earlier digitalisation matching grant.
You can use different schemes for different costs, but never claim the same invoice twice. Each agency asks about other funding, so declare it honestly and keep your cost lines separate.
The tax treatment depends on what the grant pays for and how it is recorded. This guide is general information, not tax advice, so ask a licensed tax agent how to book it.
