MDEC Grants for SMEs 2026: Which Ones Pay for Marketing?
TL;DR: As at October 2026, only a few MDEC grant routes touch marketing. Geran Digital PMKS Madani (run with BSN) covers digital marketing services at 50%, up to RM5,000. MDEC’s bigger grants, such as the X-Port Grant, MDAG-AI and the Digital Content Grant, can fund promotion, but only for Malaysia Digital status tech or creative companies, and most intakes are currently closed.

Search “MDEC grant” and you will find a long list of programmes with big numbers: RM1 million here, RM2 million there. For a typical Malaysian SME that sells products or services, most of that money is out of reach. MDEC is the agency for the digital economy, so its larger grants are built for tech companies and creative studios, not for a bakery or an interior design firm wanting more leads.

This guide sorts out which MDEC grants actually pay for marketing, websites or e-commerce, who can apply and what the catch is. It comes from ZenWeb, a Malaysian Google Partner agency with 500+ clients that scopes grant-ready website and marketing projects. We are not a grant consultant, tax agent or law firm, and every rule below is stated as at October 2026.

This post is general information, not legal or tax advice. Please confirm your own position with a licensed tax agent or lawyer, and check the live terms directly with MDEC or the agency running each scheme.

Before the programme-by-programme detail, this short BERNAMA TV report shows how the matching grant that MDEC co-runs with BSN has been used by Malaysian MSMEs.

1. Which MDEC Grants Can SMEs Use for Marketing in 2026?

Quick Answer: Four MDEC-linked routes can pay for marketing: Geran Digital PMKS Madani for digital marketing services, the Malaysia Digital X-Port Grant for export promotion, MDAG-AI for AI companies’ sales enablement, and the Digital Content Grant’s marketing tier for animation and games studios. Only the first is open to ordinary SMEs.

The table maps each route as at October 2026. The “who can apply” column is the part most owners skip, and it is where most MDEC grant hopes end. Three of the four routes require Malaysia Digital (MD) or MSC Malaysia status, which is given to qualifying tech companies, not to general traders.

Notice what is not on the list: a general “MDEC marketing grant” for any SME. If you run a non-tech business, the realistic MDEC route is the matching grant, and the bigger money for marketing sits with other agencies. Our wider map of government grants for small business marketing covers those schemes side by side.

Key takeaway: Check the “who can apply” line before anything else. Without Malaysia Digital status, the only MDEC-linked route for marketing is the RM5,000 matching grant.

2. Is Geran Digital PMKS Madani an MDEC Grant?

Quick Answer: Partly. Geran Digital PMKS Madani is a Ministry of Finance initiative delivered with BSN, MDEC and MCMC. BSN pays the grant, MDEC appointed the application platform and the provider panel, and “digital marketing / digital sales” is one of seven service categories you can pick.

Per the BSN Geran Digital PMKS Madani FAQ, the grant pays 50% of the invoice, up to RM5,000, for services from appointed digital providers. You may pick up to three service types in one application, but each business gets one application only. Businesses that received the earlier digitalisation matching grant are not eligible.

Eligibility, in short:

  • Registered entity. Registered with SSM, a local council licence or the Co-operative Commission.
  • Malaysian-owned. At least 60% owned by Malaysian citizens.
  • Trading history. Operating for at least six months, with average annual sales of at least RM50,000.

The money flows in an unusual order. You pay your share to the provider within 14 days of approval, the provider delivers, and BSN then pays the grant portion straight to the provider. The worked example below shows what that means for your cash.

Worked example: what the SME pays on four digital marketing invoices
Grant amount and SME share for invoice amounts of RM4,000, RM8,000, RM10,000 and RM16,000 under the 50 percent, RM5,000 cap rule.
Provider invoiceGrant (paid by BSN)SME paysShare split (grant | SME)
RM4,000RM2,000RM2,000
RM8,000RM4,000RM4,000
RM10,000RM5,000RM5,000
RM16,000RM5,000 (cap)RM11,000

Source: illustrative calculation by ZenWeb applying the 50%, RM5,000 cap rule in the BSN Geran Digital PMKS Madani FAQ. Green = grant, grey = SME share. Licence.

The sweet spot is an invoice of RM10,000 or less. Above that, every extra ringgit is yours. We cover the claim steps and what RM5,000 buys in our SME Digital Grant guide for marketing, and if an application has already failed, see why SME digital grants get rejected. One point is unclear right now: the BSN FAQ says the grant runs subject to the government’s allocation, so confirm the current intake before you plan around it.

Key takeaway: This is a one-time grant, so spend it on a digital marketing service with lasting value, such as a lead-generating website or sales system, rather than a short burst of ads.

3. Which MDEC Grants Cover Advertising and Trade Fairs?

Quick Answer: MDEC’s larger grants list marketing as an eligible cost, but always inside a bigger tech or content project. MDXG caps marketing at 20% of the grant, MDAG-AI allows exhibitions and sales tools, and the Digital Content Grant’s marketing tier is the only one that names media buy and influencer campaigns.

Here is what each grant’s own documents say about marketing spend:

  • MDXG (export). The MDEC X-Port Grant page lists exhibitions, international trade fairs, marketing and promotions and B2B meetings, capped at 20% of the grant. Travel is not eligible, and nothing done before approval is reimbursed.
  • MDAG-AI. The MDAG-AI page covers “marketing and sales enablement” such as exhibitions, conferences, trade fairs and sales tools. Payment is tied to hitting agreed KPIs.
  • Digital Content Grant marketing tier. MDEC’s example activities list includes media buy, social media and influencer promotion, PR, launch events and trademark registration for animation and game IPs.

The chart compares how much of each grant could, at most, go to marketing. These are ceilings, not typical awards.

Source: modelled by ZenWeb from the BSN FAQ cap, the MDXG 20% marketing limit on a RM1 million ceiling, and the DCG 2026 marketing tier ceiling, as at October 2026. MDAG-AI is left out because MDEC does not publish a separate marketing cap. Licence.

Two catches stand out. First, MDXG and MDAG-AI only fund a share of costs, so you must fund the rest yourself. Second, the Malaysia Digital Acceleration Grant FAQ lists outsourcing as a non-eligible cost, so check carefully before assuming an agency retainer can be claimed. If you sell physical goods abroad, MATRADE is usually a better fit; see what marketing costs the MATRADE grant covers.

Key takeaway: MDEC funds marketing as part of growing a digital product, not as a stand-alone ad budget. If marketing is the whole project, look elsewhere.

4. Do You Need Malaysia Digital Status for an MDEC Grant?

Quick Answer: For MDEC’s own grants, yes. MDXG, MDAG-AI and the Digital Content Grant all require Malaysia Digital or MSC Malaysia status, at least one year of operation and a minimum share capital. Geran Digital PMKS Madani is the exception and needs no MD status.

Malaysia Digital status is MDEC’s recognition for companies running promoted digital activities, such as software, AI or digital content. A company that only uses digital tools to sell, say, furniture or catering, is unlikely to qualify. The grid below compares the entry rules.

If your business builds its own software or platform, MD status may be worth exploring, and our guide to grants for custom software development covers that side. For a retailer, service firm or F&B outlet, MDEC’s large grants simply were not built with you in mind, and the schemes in the next section usually fit better.

Key takeaway: MD status is the gate for MDEC’s own grants. Check it first and you save weeks of preparing an application you cannot submit.

5. What If No MDEC Grant Fits Your Business?

Quick Answer: Use MDEC for free training and other agencies for funding. MDEC’s eUsahawan teaches digital marketing at no cost, while SME Corp, MATRADE, HRD Corp and low-rate digitalisation financing cover the marketing costs MDEC’s grants leave out.

MDEC still helps non-tech SMEs, just not with cash. Its Malaysia Digital Tour 2026 introduces entrepreneurs to eUsahawan, live commerce, digital marketing and national e-invoicing. For funding, these are the usual next stops:

Your goalBetter-fit route
Branding and promotion in a growth planSME Corp Business Accelerator Programme
Selling on cross-border marketplacesGeran Digital PMKS vs MATRADE eTRADE
Training your team in digital marketingHRD Corp claimable digital marketing courses
A bigger website or e-commerce buildSME digitalisation financing for your website

The Budget 2026 speech said development financial institutions are providing nearly RM1 billion in financing and grants for business digitalisation, and set aside RM20 million for the Digital Creative Ecosystem for animation and games creators. Budget 2027 is due to be tabled on 9 October 2026; we will track any new measures in our Budget 2027 marketing spend guide.

Key takeaway: Treat MDEC as a skills source and the matching grant as a one-off boost. Build the rest of your marketing budget on schemes and financing that match your goal.

6. How Do You Prepare an MDEC Grant Application for Marketing?

Quick Answer: Confirm eligibility, scope the marketing work as measurable deliverables, get itemised quotes, wait for approval before spending, and keep claim evidence. Grant officers reward clear plans; vague “brand awareness” spend is hard to approve and harder to claim.

Use this checklist before you apply for any MDEC grant that includes marketing:

  1. Check status and intake. Confirm MD status (if required) and that the programme is actually open; most MDEC pages show “Application Closed” between intakes.
  2. Write measurable deliverables. List items such as “5-page bilingual landing site” or “3 trade fair booths”, not “digital marketing”.
  3. Get itemised quotations. Separate build work, monthly management and media spend so ineligible lines can be removed cleanly.
  4. Avoid double claims. The DCG list says export activity claimed under MATRADE’s grant cannot be claimed again.
  5. Do not spend early. MDXG rules exclude work done before approval.
  6. Collect proof as you go. Keep invoices, payment proof, screenshots and campaign reports for each KPI.
  7. Keep lead data compliant. If the campaign collects leads, follow PDPA consent rules, especially for WhatsApp marketing broadcasts.

A grant changes your cash flow, not just your costs, so ask a licensed tax agent how to record it. If your campaign includes a charity tie-in, the tax angle shifts again; see our note on cause marketing tax deductions. When weighing the self-funded share, it also helps to compare in-house marketing staff vs agency costs, or pay-for-results options such as performance-based marketing pricing.

Key takeaway: The application is won on scope. Itemised, measurable marketing deliverables are what make a cost both approvable and claimable.

7. Conclusion: Picking the Right MDEC Grant for Marketing

The MDEC grant landscape looks generous, but for marketing it narrows quickly. Ordinary SMEs have one route, the RM5,000 matching grant run with BSN. Tech companies with Malaysia Digital status can use MDXG or MDAG-AI to fund trade fairs and sales tools inside bigger projects, and animation or games studios can use the Digital Content Grant for real media spend. Everyone else should pair MDEC’s free training with SME Corp, MATRADE, HRD Corp or financing. Whatever route you choose, build a project with clear deliverables and pricing. 8. Frequently Asked Questions

1. Does MDEC give grants for digital marketing?

Indirectly. MDEC co-runs Geran Digital PMKS Madani, which covers digital marketing services at 50% up to RM5,000. MDEC’s own grants fund marketing only inside tech or digital content projects run by companies with Malaysia Digital status.

2. Can an MDEC grant pay for Google Ads or Facebook Ads?

Only in narrow cases. The Digital Content Grant’s marketing tier lists media buy and social promotion for animation and game IPs. For ordinary SMEs, no MDEC grant refunds an ongoing ad budget.

3. Is the MDEC grant open in 2026?

As at October 2026, MDEC’s pages for MDXG, MDAG-AI and the Digital Content Grant marketing tier show applications closed. Geran Digital PMKS Madani runs subject to government allocation, so check BSN and MDEC for the current intake.

4. Who can apply for an MDEC grant?

MDEC’s own grants need a Malaysian-incorporated company with Malaysia Digital or MSC status, at least one year of operation and minimum share capital. Geran Digital PMKS Madani is open to 60% Malaysian-owned MSMEs operating six months or more.

5. Can I apply for MDEC and MATRADE grants together?

Possibly, but never for the same cost. MDEC’s Digital Content Grant list states that market access costs claimed under MATRADE’s Market Development Grant cannot be claimed again. Keep projects and invoices clearly separate.

6. Is ZenWeb an MDEC grant consultant?

No. ZenWeb plans and delivers the marketing and website side, with itemised quotes and claim-ready reports. Eligibility, tax treatment and applications should be confirmed with the agency, a licensed tax agent or a lawyer.
