PDPA Privacy Notice Generator for Malaysian Business Sites

TL;DR: This PDPA privacy notice generator turns seven short questions into a starter privacy notice in English and Bahasa Malaysia. It covers the eight items the Personal Data Protection Act 2010 asks a notice to state, flags the gaps, and downloads as a Word file. It is a template, not legal advice: have a lawyer check it before you publish.

Notice generator

Build a starter PDPA privacy notice

Tick what your business does with personal data. The notice builds on the right in English and Bahasa Malaysia, ready to copy or download.

1Whose notice is it?Shown as typed in both languages.
2What personal data do you collect?
3Where does it come from?
4What do you use it for?
5Who do you share it with?
6Choices, required fields and how long you keep it
How can people stop your marketing?

Leave it blank and the notice says you keep data only as long as the purposes need it.

7Your data protection officerA DPO has been compulsory since 1 June 2025, with the Commissioner’s circular setting who must appoint one by scale.
How we work this out

The eight required items are the ones section 7(1) of the Personal Data Protection Act 2010 lists for a written notice: what data you process, why, where it comes from, the right to access and correct it with a contact for questions, who you share it with, the choices people have, whether giving it is required, and what happens if they don’t. Section 7(3) asks for the notice in both Bahasa Malaysia and English, so you get both.

The extra lines and warnings come from our PDPA compliance checklist for marketers (opt-outs on every channel, ad platforms outside Malaysia, the data protection officer) and our guide to AI and PDPA (telling people when AI handles their data). This is a starting template, not legal advice. Nothing you type leaves this page unless you send it.

A contact form, a WhatsApp button, an ad lead form: most Malaysian business sites collect personal data from day one, and the PDPA has no small-business exemption. This generator follows the Act’s notice rules and the checks in the ZenWeb PDPA compliance checklist for marketers.

    1. How do you use the PDPA privacy notice generator?

Quick Answer: Tick what you collect, where it comes from, why you use it and who receives it, then add a contact email and your data protection officer. The PDPA privacy notice generator writes both language versions as you go, counts the required items covered, and downloads both in one Word file.

    1. Name the business. Name, SSM number if you want it shown, and an email for privacy requests.
    2. Tick the data. Contact details, addresses, purchase history, website usage, location or sensitive data.
    3. Tick the sources. Forms, WhatsApp, ad lead forms, an AI chatbot, purchases, events or partners.
    4. Tick the purposes. Replies, orders, marketing, ad audiences, analytics, AI tools or legal duties.
    5. Tick who receives it. Including whether any of it leaves Malaysia.
    6. Set the choices. Required fields, how people stop your marketing, and how long you keep data.
    7. Add your DPO and the date. Then copy or download.

Nothing you type leaves your browser. Using AI tools on customer data? Read our guide to AI and PDPA for Malaysian marketers first.

Key takeaway: Tick only what you really do. A notice that hides what you collect, or names partners you don’t use, misleads the people reading it.

    2. What must a PDPA privacy notice include?

Quick Answer: Section 7(1) of the Personal Data Protection Act 2010 lists eight things a written notice must tell people, from what data you process to what happens if they refuse to give it. Section 7(3) asks for both Bahasa Malaysia and English. Your score is how many of the eight you have covered.

The notice also adds data portability and a named data protection officer from the PDPA (Amendment) Act 2024. For the full page around it, see the website privacy policy Malaysian law requires.

Key takeaway: Eight items, two languages. A polished notice can still miss item (h): what happens if someone leaves a required field blank.

    3. What do the warnings in your notice mean?

Quick Answer: A warning means your answers create a duty the wording alone can’t settle. Sensitive data needs explicit consent, marketing needs a way out on every channel, and ad platforms and overseas tools must be named. Each warning points to a rule in the Act or our compliance checklist.

    • Sensitive data. Health, religious beliefs and, since 2024, biometric data need explicit consent under section 40.
    • No way out of marketing. Section 43 lets anyone stop direct marketing. An email unsubscribe link doesn’t cover WhatsApp marketing under PDPA.
    • Ad audiences. Uploading lists to Meta or Google must be disclosed, along with processing outside Malaysia.
    • AI tools. Say when AI handles their data, and offer another way to reach you.
    • No DPO named. Compulsory from 1 June 2025, with the Commissioner’s circular deciding by scale. See who must appoint a data protection officer.

Key takeaway: Fix warnings in how you work, not only in the wording. Promise an opt-out on WhatsApp and someone has to honour it.

    4. Where should the privacy notice go on your website?

Quick Answer: Show it before people submit, not after. Our checklist puts the notice at the collection point, above the submit button, in Bahasa Malaysia and English, with the consent box never pre-ticked. The PDPA privacy notice generator adds a short form line in both languages for that spot.

In ZenWeb’s audits of Malaysian SME marketing stacks (2024–2026), only 63% passed this checkpoint. The most common failure was English only, with no Bahasa Malaysia. See our guides to contact form PDPA notice wording and the bilingual privacy notice rule.

The output is a starting template, not legal advice, and it can’t know your business. Have a lawyer check the final wording, Bahasa Malaysia included, before you publish.

Key takeaway: Before submit, both languages, box unticked. Those three put the notice in front of people at the moment they hand over their data.

    5. Frequently Asked Questions

    1. Is this PDPA privacy notice generator free?

Yes. It needs no sign-up, and what you type stays in your browser until you copy, download or send it. Nothing is saved on our side.

    2. Is the generated notice legal advice?

No. The PDPA privacy notice generator gives you a starter template that follows the notice rules in section 7 of the Act. Have a lawyer review it, and the Bahasa Malaysia wording, before you publish.

    3. Does a small business need a privacy notice?

Yes. The PDPA has no small-business exemption, so a list of 200 contacts is fully covered. Size only affects whether you need a data protection officer and when a leak counts as significant.

    4. What happens if my notice breaks the PDPA principles?

Since the 2024 amendment, breaching the data protection principles carries a fine of up to RM1 million, up to three years’ imprisonment, or both. Those are maximums, not typical outcomes.
