The practising certificate is the offer
Acting as a company secretary without a valid practising certificate is a criminal offence, and directors know it. Qualification runs through Section 235 of the Companies Act 2016 and registration through Section 241, by SSM licence or a Fourth Schedule body like MAICSA or MIA.
