SME Corp Grant 2026: Business Accelerator Programme Guide
TL;DR: The main SME Corp grant that can pay for marketing is the Business Accelerator Programme (BAP). BAP 3.0 is a 50% matching grant up to RM400,000, with advertising and promotion limited to RM50,000, and its page lists applications as closed. As at October 2026, the live BAP routes are I-BAP (grants up to RM100,000) and BAP financing with up to 40% convertible to a grant.

Most SME owners hear about the SME Corp grant from a friend who “got RM50k for marketing”. The real picture is more complicated. The Business Accelerator Programme has changed shape several times, from a straight matching grant to a financing scheme with a grant reward, and the marketing part has always been one slice of a bigger growth project.

This guide explains how BAP works strictly from the marketing, website and e-commerce side: what it can pay for, who qualifies, what a realistic award looks like, and how to scope a project that a grant officer can approve. It comes from ZenWeb, a Malaysian Google Partner agency with 500+ clients. We build websites and run campaigns; we are not a grant consultant, tax agent or law firm. Every rule below is stated as at October 2026.

This post is general information, not legal or tax advice. Please confirm your own position with a licensed tax agent or lawyer, and check the live terms directly with SME Corp Malaysia before you spend.

Before the detail, this short BERNAMA TV report covers the latest version of BAP, the alternative financing programme SME Corp launched in September 2025.

1. What Is the SME Corp Business Accelerator Programme?

Quick Answer: BAP is SME Corp Malaysia’s programme for helping established MSMEs grow through advisory support plus money. It has run in three forms: BAP 3.0, a 50% matching grant up to RM400,000; I-BAP, a matching grant up to RM100,000 for Indian-owned small businesses; and BAP alternative financing, a loan with a partial grant reward.

People often say “the SME Corp grant” as if it were one scheme. In practice, the version you can use depends on the current intake. The table compares the three forms as published.

The SME Corp BAP 3.0 page describes the programme as integrated help: business advisory services first, financial support second. That is the key difference from the RM5,000 matching grant covered in our SME Digital Grant guide for marketing. BAP is built for companies ready to scale, not for a first website. For the full list of schemes beside BAP, see our map of government grants for small business marketing.

Key takeaway: Always ask which BAP is open. A plan built for the old 50% grant will not fit a financing intake with a 40% grant reward.

2. Who Qualifies for an SME Corp Grant Under BAP?

Quick Answer: Under BAP 3.0 you need a valid MSME Status Certificate, annual sales above RM300,000, at least 60% local equity, a valid premises licence and 12 months of operation. You must also undergo, or be willing to undergo, SME Corp’s SCORE or MCORE assessment. I-BAP dropped the sales threshold in April 2025.

The BAP 3.0 criteria, as listed on SME Corp’s page:

  • MSME Status Certificate. A valid certificate from SME Corp confirming you fit the official MSME definition.
  • Annual sales above RM300,000. This filters out early-stage businesses, which is why BAP suits firms with a sales history.
  • At least 60% local equity. Malaysian ownership is required.
  • Valid premises licence. Issued by your local authority.
  • 12 months in operation. Counted from the date of application.
  • SCORE or MCORE assessment. SME Corp’s competitiveness rating, used to diagnose where the business needs help.

I-BAP is the exception on sales. According to theSun’s April 2025 report, the RM300,000 minimum was removed, so Indian-owned MSMEs only need a valid MSME status certificate. If your business is too young or too small for BAP, the lower-entry options compared in Geran Digital PMKS vs MATRADE eTRADE usually fit better.

Key takeaway: Get your MSME status certificate and premises licence in order before an intake opens. Missing paperwork is the slowest thing to fix once the clock starts.

3. Which Marketing Costs Can BAP Cover?

Quick Answer: Two BAP 3.0 scopes touch marketing. “Advertising and promotion” covers campaigns and branding, limited to RM50,000. “ICT adoption and e-commerce” covers websites, online stores, e-payment and business software. The other scopes, machinery, ESG and product certification, are not marketing.

The chart sets each marketing-relevant limit against the overall RM400,000 ceiling. It shows why BAP is not an ad budget: promotion is capped at one eighth of the maximum, while digital sales infrastructure sits inside the larger ICT scope.

How typical marketing work maps to these scopes:

Marketing itemLikely BAP scope
E-commerce website, payment gateway, booking systemICT adoption and e-commerce
Brand identity, packaging design, brochuresAdvertising and promotion
Google Ads, Meta Ads, video productionAdvertising and promotion (confirm whether media spend qualifies)
Staff training in digital marketingNot BAP; see HRD Corp claimable courses

The mapping above is our reading, not an official list; SME Corp decides at approval. A website that sells, rather than a brochure site, is the strongest fit for the ICT scope. Our guide to building an e-commerce website in Malaysia covers what that involves, and branding in Malaysia covers the promotion side.

Key takeaway: Put the bigger money into digital sales infrastructure, which sits in the larger ICT scope, and keep advertising inside the RM50,000 promotion limit.

4. How Much Would BAP Pay on a Marketing Project?

Quick Answer: On a RM200,000 BAP 3.0 project with RM120,000 of advertising, the grant is RM90,000 if the RM50,000 limit applies to the grant, or RM65,000 if it applies to the eligible cost. SME Corp’s page does not say which, so confirm before you budget.

Here is an illustrative project for a retailer moving online. The “RM50,000 limit” wording is ambiguous, so we show both readings side by side.

Worked example: a RM200,000 BAP 3.0 marketing and e-commerce project under two readings of the promotion limit

Under the grant-cap reading, the promotion line tops out at RM50,000 even though 50% of its cost is RM60,000. Two lessons follow:

  • The gap is RM25,000. On the same project, the reading of one sentence changes your share from RM110,000 to RM135,000. Ask SME Corp in writing.
  • Rebalancing helps. Moving work from promotion into the e-commerce build, where it genuinely belongs, keeps more of the project at a clean 50%.

Quotes need to be itemised for this to work. Our guide on how to compare web design quotations shows what a line-by-line quote should contain.

Key takeaway: Model your project under both readings of the promotion limit, and budget your own share on the less generous one until SME Corp confirms.

5. Is BAP a Grant or a Loan Now?

Quick Answer: The newest BAP intake is a loan with a grant reward. The BAP Alternative Financing Programme 2025 offers up to RM400,000 at 3.5% a year through microLEAP, and up to 40% can be converted to a grant if you repay on time, subject to SME Corp approval.

Per Bernama’s September 2025 report, SME Corp put RM35 million into this round, bringing its collaboration with microLEAP to RM70 million since 2021. microLEAP is a shariah-compliant peer-to-peer financing platform regulated by the Securities Commission Malaysia. What this means for a marketing budget:

  • You fund the full project upfront. The grant part comes later, as a reward for timely repayment, not as cash at the start.
  • The grant is a maximum, not a promise. “Up to 40%” and “subject to approval” mean you should plan cash flow as if you repay the whole amount.
  • Marketing must earn the repayment. Spend that produces trackable sales, such as an online store with ads behind it, is easier to justify than brand awareness alone.

If you only need funds for a website, a cheaper route may exist. Compare the BNM-backed facility in our guide to SME digitalisation financing for your website. According to Fintech News Malaysia’s report on the launch, eligible uses include advertising and promotion and ICT adoption, alongside working capital. What is unclear is whether the RM50,000 promotion limit from BAP 3.0 carries over, so confirm your intended use with the platform before applying. How a converted grant is treated for tax is a separate question, covered in is the SME digital grant taxable.

Key takeaway: Treat BAP financing as a loan first. The 40% grant is a bonus for discipline, so your marketing has to pay its own way.

6. Is the SME Corp Grant Open in 2026?

Quick Answer: Partly. SME Corp opened its 2026 programmes in February 2026 with RM117 million for eight programmes, but BAP intakes open in short windows and close when funds run out. BAP 3.0’s own page lists applications as closed, so check SME Corp’s channels before planning around any date.

BAP has been reshaped almost every year. This timeline shows the recent milestones.

The sources: theSun on the RM6 million I-BAP allocation and Bernama on SME Corp’s 2026 programmes, which says applications run through SME Corp’s website, social media and its 12 state offices. Budget 2027 is tabled on 9 October 2026 and may change the picture; we track that in our Business Digitalisation Initiative guide. Software-heavy projects have their own routes, listed in MDEC grants for SMEs.

Key takeaway: BAP windows can open and fill within weeks. Have quotes and documents ready before the announcement, not after.

7. How Do You Prepare a BAP Application for Marketing?

Quick Answer: Sort out eligibility documents, frame marketing as part of a growth plan, get itemised quotes split by BAP scope, confirm how the promotion limit works, and keep evidence for every deliverable. A clear plan with measurable outcomes is easier to approve than “brand awareness”.

Use this practical checklist before any BAP intake:

  1. Check the documents. MSME status certificate, SSM registration, premises licence, financial statements and bank statements, the five basics theSun listed for I-BAP.
  2. Write the growth story. Show the problem, such as low online sales, and how the project fixes it. A simple marketing plan for SME owners is a good starting frame.
  3. Split quotes by scope. Separate ICT and e-commerce work from advertising and promotion, and media spend from agency fees.
  4. Confirm the promotion limit in writing. Ask whether RM50,000 caps the grant or the eligible cost.
  5. Do not spend before approval. Unless the intake says otherwise, assume costs incurred early will not count.
  6. Keep customer data compliant. Campaigns that collect leads or run loyalty schemes must follow PDPA; see loyalty programme data under PDPA.
  7. Collect proof as you go. Invoices, payment slips, screenshots and campaign reports for each deliverable.

If an application fails, the common causes overlap with other schemes; our guide to why SME digital grants get rejected lists them. Exporters can stack a separate scheme for overseas promotion, as long as the same cost is never claimed twice; see what marketing costs the MATRADE grant covers. For bespoke systems, see grants for custom software development.

Key takeaway: A BAP application is won on scope. Itemised, measurable deliverables make a cost both approvable and claimable.

8. Conclusion: Using the SME Corp Grant for Marketing

The SME Corp grant most owners mean is the Business Accelerator Programme, and it rewards structured growth projects, not ad budgets. BAP 3.0 paid 50% up to RM400,000 with promotion limited to RM50,000; I-BAP pays up to RM100,000 for Indian-owned small businesses; and the latest financing round pays back up to 40% as a grant for good repayment. Whichever intake is open, put the larger share into a website or online store that keeps selling, keep promotion within its limit and confirm every unclear rule in writing. If you are setting a wider budget, our guide on how much SMEs should spend on marketing helps size your own share.

9. Frequently Asked Questions

1. What is the SME Corp grant for marketing?

It is usually the Business Accelerator Programme. BAP 3.0 offered a 50% matching grant up to RM400,000, with advertising and promotion limited to RM50,000 and websites and e-commerce under the ICT scope.

2. Can BAP pay for Google Ads or Facebook Ads?

Possibly, under advertising and promotion, but SME Corp’s page does not say whether media spend itself qualifies. Confirm with SME Corp before including ad budgets in your project.

3. Is the Business Accelerator Programme still a grant?

The newest round, launched in September 2025, is financing at 3.5% a year with up to 40% convertible to a grant for timely repayment. I-BAP remains a matching grant up to RM100,000.

4. Who can apply for BAP?

Under BAP 3.0: MSMEs with a valid status certificate, sales above RM300,000, 60% local equity, a premises licence, 12 months of operation and a SCORE or MCORE assessment. I-BAP dropped the sales minimum.

5. Can I combine BAP with the SME Digital Grant?

Different schemes can sometimes be used by the same business, but never for the same cost. Each scheme sets its own rules on previous recipients, so check both sets of terms before applying.

6. Is ZenWeb a BAP grant consultant?

No. ZenWeb plans and delivers the website and marketing side, with itemised quotes and reports. Eligibility, applications and tax treatment should be confirmed with SME Corp, a licensed tax agent or a lawyer.
