Most SEO proposals are written as if there is only one product called “SEO”. Open three and you will find three different scopes hiding under the same word, priced within a few hundred ringgit of each other.
You are not really choosing between agencies. You are choosing between types of SEO services, and nobody tells you which one your site needs. Blog posts do nothing for a site Google struggles to crawl. A technical clean-up does nothing for a clinic whose Google Business Profile lists the wrong address.

Content is easy to explain, quote and show progress on, so it sells. Technical work is invisible until it is fixed, so it does not. Paid search shows the same skew toward the visible layer — the point we make about what a search package really covers.
Quick Answer: Match the symptom, not the sales pitch. Pages missing from Google point to technical work. Impressions without clicks point to on-page work. Rankings without map visibility point to local work. Traffic without enquiries points to the website, not to SEO at all.

The last row matters most, because it is where buying any type of SEO service makes things worse. More visitors on a page that does not convert only raises the cost of the lesson. If the picture is unclear, a diagnosis costs less than a wrong retainer — often a job for one experienced head, as argued in when an SEO consultant beats a full agency.
Quick Answer: The blocker is fairly predictable once you know the shape of the site. Single-location businesses are usually held back by local signals. Catalogues are held back by crawl waste. B2B sites are held back by having no pages that answer buying questions.

Notice how rarely “not enough blog posts” appears — usually the fourth problem, not the first. Past a few thousand URLs the top row changes again, which is why scaling past 1,000 pages is staffed differently.
Quick Answer: Every type of SEO service has a first-quarter deliverable you can inspect without technical knowledge. Technical work produces a fixed-issue log. Local work produces a verified profile and clean listings. Content work produces published pages. If nothing is inspectable by day 90, something is wrong.

Read these as first movement in a leading metric, not revenue — enquiries lag all six rows. Anyone compressing these timelines into a promise is worth reading against why no honest agency promises page one.

Quick Answer: Smaller Malaysian retainers spend about 45% of the hours on content and 5% on off-page work. Above RM 10,000 a month the split flattens to roughly a quarter each on technical, content and off-page. Budget size changes the mix far more than industry does.
