SEM Services Malaysia: What a Search Package Really Covers
TL;DR: SEM services in Malaysia usually cover keyword research, campaign build, ad writing, bid management, search-term pruning and reporting. Conversion tracking, landing pages, call and WhatsApp tracking are the four items most often left out. Most retainers buy 10–14 hours of work a month, so ask for the deliverable list and the hours behind it before you compare prices.

1. Introduction

Two quotes land in your inbox. Both say “SEM services”. Both cost about RM3,000 a month. One is four bullet points long, the other runs to two pages. You have no way of telling which one buys more work — and that is exactly the problem with how search packages are sold in Malaysia.

The word “package” hides the important detail. What you are really buying is a fixed number of hours a month, spread across a fixed list of tasks, on an account someone else may or may not let you keep. Price tells you almost nothing until you know both.

This guide opens the box. It sets out what SEM services in Malaysia normally include, what changes between month one and month six, what is quietly excluded, and how to read two quotes that look identical. Four datasets from ZenWeb-managed accounts and audited proposals sit behind it. The video below is a useful primer on how a search account is put together in the first place.

2. What Sits Inside an SEM Services Package?

Quick Answer: A standard SEM services package in Malaysia covers seven things: keyword research, campaign structure, ad copy, bid and budget management, search-term pruning, conversion tracking and reporting. Everything else — pages, feeds, call tracking — is an add-on. See the full menu of search engine marketing services.

Search engine marketing means buying visibility on search results pages. In Malaysia that is overwhelmingly Google Ads, with a small slice of Microsoft Advertising. The service wrapped around it breaks into seven core deliverables.

  • Keyword and intent research. Separating buyers from browsers, then grouping the buyers by service and margin. Our guide to SEM keyword research that builds a bid list covers the method.
  • Campaign and ad group structure. How budget is split across services, locations and campaign types. Weak structure is the most expensive mistake to fix later.
  • Ad copy and assets. Responsive search ads, sitelinks, callouts, images. This is also where dynamic search ads matched to your landing pages may earn a place.
  • Bidding and budget control. Choosing a bid strategy, setting targets, and shifting budget between campaigns as results come in.
  • Search-term pruning. Reading the report and blocking irrelevant queries with negative keywords. It is the least glamorous task and the most profitable.
  • Conversion tracking. Forms, calls and WhatsApp clicks recorded as conversions. Google’s own documentation on conversion measurement explains why bidding is guesswork without it.
  • Reporting. Cost per lead, conversions by campaign, and what changed since last month.

Titles differ by shop. Some assign a named SEM specialist, some run a pod, some quietly pass the work to a white-label SEM provider. What matters is that these seven tasks have an owner and a schedule.

Key takeaway: Seven deliverables define the service. If a proposal names fewer than five of them, it is a setup job dressed up as a monthly package.

3. How Month One Differs From Every Month After

Quick Answer: Month one is build work — account structure, tracking and first campaigns live. From month two the same fee buys management: search-term pruning, bid shifts, copy testing and page fixes. Roughly twice the hours go into month one, which is why setup fees and retainers get confused.

Buyers often assume a retainer means the same work repeats monthly. It does not. The first month is a project; the rest is maintenance with judgement attached — the day-to-day of ongoing SEM campaign management.

That difference matters commercially. If you leave after two months, you have paid twice for a build you now own but cannot maintain. If an agency charges a separate setup fee and a full first-month retainer, ask what the retainer covered in a month where nothing was live for the first fortnight.

Key takeaway: You are buying two different services under one price. Agree what month one delivers, and what months two onward deliver, as separate lists.

4. Which Deliverables Actually Appear in Malaysian SEM Quotes?

Quick Answer: Keyword research and ad writing appear in almost every Malaysian SEM quote. Conversion tracking appears in under two-thirds, landing pages in about a third, and call or WhatsApp tracking in barely a quarter. The gaps cluster around the items that actually decide cost per lead.

Keyword research96%RM1,500Done once, never refreshed
Ad copy writing94%RM1,500One ad per group, rarely tested
Search-term pruning71%RM1,500Monthly, not weekly

Call and WhatsApp tracking27%RM4,000Third-party tool billed on top

Read the bottom half of that table twice. In a market where most enquiries arrive by phone or WhatsApp, a package that tracks form fills only is measuring the minority of your leads. Fixing that is usually a one-week job. Our walkthrough of GA4, call and WhatsApp conversion tracking sets out the steps, and the Malaysian SEM package price breakdown shows where it should sit in the fee.

Key takeaway: The deliverables everyone includes are the cheap ones. Judge a quote on the four at the bottom of the list, not the four at the top.

5. Where Do the Monthly Management Hours Actually Go?

Quick Answer: A mid-tier Malaysian SEM retainer buys roughly 12 hours of work a month. The largest single block goes to search-term review and negatives, followed by reporting. Bid adjustments — the task clients imagine dominates — take under two hours.

Twelve hours is not a lot, which is why the sequencing matters more than the total. Hours spent on landing pages that turn clicks into leads and on Quality Score repair pay back for months. Hours spent regenerating the same report do not. If you want a different split, say so — most agencies will move hours if you ask before the quarter starts.

Key takeaway: Ask how many hours a month your fee buys, and how they are allocated. A retainer nobody can break into hours is a retainer nobody is measuring.

6. What Is Usually Excluded — and What Adding It Costs

Quick Answer: Five things sit outside most Malaysian SEM packages: ad spend itself, landing page builds, call tracking software, creative production, and CRM or lead-routing work. None are optional in practice, so price them at the start rather than discovering them in month three.

Excluded itemTypical Malaysian costWhy it usually cannot wait
Ad spendBilled by Google, plus SSTIt is the campaign; the fee only manages it
Landing page buildRM1,200–4,000 per pageAds pointed at a homepage convert poorly
Call tracking softwareRM100–400 per monthPhone leads stay invisible to bidding without it
Creative productionRM500–2,500 per setNeeded for Performance Max and Display assets
CRM and lead routingRM800–3,000 setupSlow follow-up wastes leads you paid for

Ad spend is the big one. WordStream’s 2026 benchmark study, drawn from more than 13,000 campaigns across 23 industries, puts the average cost per click at USD 5.42. Malaysian clicks sit well below that, but the direction is upward — see what Google Ads costs in Malaysia and our guidance on how much an SME should spend each month.

Key takeaway: Budget for the exclusions on day one. A RM3,000 retainer with RM1,500 of unplanned add-ons is a RM4,500 retainer you did not approve.

7. What Does the First 90 Days of Delivery Look Like?

Quick Answer: Month one runs about double the hours of month three, almost all of it build and tracking work. By month three the mix has flipped: keyword work, page work and reporting dominate, and structural build time falls to under an hour.

The one row that stays flat is keyword and search-term work. That is the heartbeat of the service — if it dips in month four, results dip in month five. Everything else is meant to taper, which is why an engagement that still bills build hours in month six deserves a question. This shape is also why a lean SEM consultant engagement can suit a simple account once the build is done.

Key takeaway: Front-loaded hours are normal and healthy. Ask for the month-by-month plan before signing, then check month three against it.

8. How to Compare Two SEM Quotes That Look Identical

Quick Answer: Compare six things, not the price: hours per month, tracking scope, page work, who owns the ad account, reporting depth and exit terms. Two quotes at the same fee routinely differ by half the work once you ask. Our guide to judging an SEM agency shortlist expands each check.

  1. Hours per month. Ask for the number and the split. Anyone managing the account properly can answer in a sentence.
  2. Tracking scope. Forms only, or forms plus calls plus WhatsApp? This single answer changes what every later number means.
  3. Page work. Included, quoted separately, or not offered? A search package with no page influence is bidding with one hand tied.
  4. Account ownership. The account should sit under your billing with the agency linked as a manager. See how to change agency without losing data for what happens when it does not.
  5. Reporting depth. Cost per lead and wasted spend removed, or impressions and clicks? Our monthly report guide sets the standard.
  6. Exit terms. Notice period, and written confirmation that campaigns and conversion actions stay with you.

Fee structure sits underneath all six. A percentage-of-spend model scales the fee with budget rather than workload — our comparison of flat fee versus percentage of spend shows when each is fair. And treat any promise of guaranteed positions the way you would treat an SEO guarantee: nobody controls the auction, so a target is honest and a guarantee is not.

Key takeaway: Price is the last column of the comparison, not the first. Two identical fees can hide a two-to-one difference in delivered work.

9. Which Scope Gaps Cost Malaysian Advertisers the Most?

Quick Answer: Across accounts ZenWeb has audited on handover, untracked calls and WhatsApp enquiries is the most common gap and the most expensive. Missing negative-keyword routines and a single shared landing page follow. Each gap has a measurable cost, not just a tidiness cost.

Scope Gaps Found on Handover and Their Measured Cost
Frequency of common SEM scope gaps in audited Malaysian accounts and the median measured consequence of each.
Scope gapShare of audited accounts%Median measured consequence
Calls and WhatsApp untracked
5431% of leads invisible to bidding
No negative-keyword routine
4722% of spend on non-buying searches
One page for every campaign
41CPL 26% above the account’s best page
Impression share never reported
38Budget-capped campaigns missed for 2+ months
Ad account held by the agency
22Full conversion history lost at switch

Two of these are pure reporting gaps, and they are the easiest to close. Ask for search impression share in every report and you will spot budget-capped campaigns immediately. Ask how Ad Rank is being influenced and you will learn quickly whether anyone is working on relevance or simply raising bids.

Key takeaway: Scope gaps are not admin problems. Each one has a number attached, and the biggest is measurement, not media.

10. Which Package Size Fits Your Business?

Quick Answer: Match the package to the number of services and locations you sell, not to your revenue. One service in one city needs an entry package. Several services across states, or a product feed, needs the senior tier. Complexity, not company size, drives the hours.

  • Entry (RM1,500–2,500). One or two search campaigns, one location, existing pages. Suits a single-service business testing paid search alongside organic — the split explained in SEO vs SEM vs Google Ads.
  • Mid (RM2,500–4,000). Three to five campaigns plus remarketing, full tracking, quarterly page work. The most common fit for Malaysian SMEs, and the tier a paid search agency focused on revenue usually starts at.
  • Senior (RM4,000+). Multiple services or states, Shopping and feed work, continuous testing. Needed once spend passes roughly RM12,000 a month.

If organic search matters as much as paid, a search marketing agency running SEO and SEM together avoids two teams optimising different halves of the same result page. For an audit-first scope, an SEO consultant in Malaysia can be the cheaper first step before any retainer starts.

Key takeaway: Buy the tier your account complexity demands. Paying senior fees for a one-service account funds hours nobody needs.

11. How ZenWeb Scopes SEM Services in Malaysia

Quick Answer: ZenWeb is a Google Partner agency running search for 500+ Malaysian clients. We write the deliverable list and the monthly hours into the proposal, open the ad account in your name, and track calls and WhatsApp as standard. That is the basis of our Google Ads service.

Three scoping rules come straight from the data above.

  • Measurement is inside the fee, never an upsell. Calls and WhatsApp are the majority of Malaysian enquiries, so tracking them is part of the build, not an add-on discovered in month three.
  • Search-term work is a scheduled weekly task. It is the largest hour block for a reason, and it is the first thing that quietly disappears when an account is neglected.
  • Pages sit inside the campaign, not beside it. Where a page is the constraint, we say so before recommending more budget — the logic behind our SEM strategy and search budget planning.

You keep admin rights throughout. The fee is flat and stated up front, and the scope is written down. That lets you compare us properly against anyone else, whether a full SEM agency in Malaysia or a solo operator.

Key takeaway: A scope you can read is a scope you can hold someone to. That is the whole point of writing the deliverables down.

12. Conclusion

Quick Answer: SEM services in Malaysia are sold as packages but delivered as hours. Ask for the deliverable list, the monthly hours, the tracking scope and the exit terms. Those four answers separate a real search package from a price with a logo on it.

Most disappointing SEM engagements are not caused by bad campaign work. They are caused by a scope nobody wrote down, so the buyer expected page fixes and call tracking while the agency budgeted for keyword tidying and a monthly PDF.

Fix that at the proposal stage. Get the seven core deliverables named, the exclusions priced, and the hours stated. Then paid search stops being a black box and becomes a line item you can actually manage.

13. Frequently Asked Questions

1. What is included in SEM services in Malaysia?

A standard package covers keyword research, campaign structure, ad copy, bid and budget management, search-term pruning, conversion tracking and monthly reporting. Landing page builds, call tracking software, creative production and feed management are usually quoted separately, so confirm them before signing.

2. How much do SEM services cost in Malaysia?

Management fees typically run RM1,500 to RM6,000 a month, separate from ad spend. Entry tiers cover one or two campaigns with monthly optimisation. Higher tiers add Shopping, remarketing and landing-page work. Always confirm whether SST and ad spend sit inside or outside the quoted figure.

3. Does an SEM package include the ad spend?

Almost never. The retainer pays for management; Google bills your ad spend separately, usually to your own card. Any agency that bundles both into one figure should show you Google’s own billing so you can see the true media cost.

4. How many hours a month should an SEM retainer include?

A mid-tier Malaysian retainer buys roughly 10 to 14 hours a month once the build month is over. The first month runs closer to double that. If an agency cannot tell you the number or how it is split, nobody is tracking the work.

5. Are SEM services and Google Ads services the same thing?

In practice, nearly. SEM covers paid search across all engines, which technically includes Microsoft Advertising. Because Google carries the overwhelming majority of Malaysian search volume, almost all of a local SEM budget is spent inside Google Ads.
